Excerpt: EPA Extends Deadlines for SPCC Rule On August 11, 2004, at 69 FR 48794, the U.S. Environmental Protection Agency(EPA) finalized an eighteen-month extension for certain upcoming compliance dates for the July 2002 Spill Prevention, Control, and Countermeasure (SPCC) amendments (40 CFR 112). This final rule temporarily reduces the regulatory burden on facilities by extending the compliance dates in Sections 112.3(a) and 112.3(b) to amend and to implement SPCC Plans, and by amending the compliance deadlines in Section 112.3(c) for mobile facilities
